Wipers only work on high

The problem started out as wipers working and not working on there own, then the interior dome lights would not shut off after key was out and door was opened, bought new wiper motor with circuit board thinking that would fix problem A the wipers not working and it actually fixed my dome light issue, now the dome lights shut off but with the new motor and circuit board my wipers only work on high, put old wiper motor in wipers work and lights stay on 

have tried 2 circuit boards 

new blinker switch 

new ignition switch 

running out of ideas and very confused 

many help would be appreciated
