This is exactly what the service manager told me they do. They rebuild engines for warranty replacements. I did not get a brand new engine under warranty. Only assembly line new vehicles get new engines. About a month ago the dealer told me GM had 22 6.2 engines in stock in Michigan.

If the problem is really in the casting of the block, as some people have postulated in regards to the angle that the crank sits in its journals, I don't think there's much of a used motor they can re-use.

I was told unless the engine block has a big hole in the side they can rebuild all of them.

Yes, but if the casting is not straight to begin with, then the crank sits at an angle, and THAT cannot be fixed. That block is no good, if that's the case. But, I'm only going off hearsay because, like all the rest of the public, right now we don't really know exactly what is wrong.

If there is any engine builders to comment, as well though they would rebuild the cylinder heads. On my engine it was just the center thrust bearing that went bad, the other crank bearings looked like new. So I don’t know, I would think that mine would be able to be used.  But I am not an engine builder. I am just going by what the dealer told me that my “new” engine is a rebuilt engine. I just went on a 750 mile trip this weekend and the truck ran perfect.

2019-2021 use a different p/n long block than the recall p/n.  19-21 is a reman, the recall engine # is a brand new engine.

Your engine's problem is different than the issue with the recalled motors.

I have had a few motors built over the years so correct me if I'm wrong. I thought all block were line bored to insure they were straight and correct for the crank? So would it make sense that the block was not jigged correctly when bored? and not a casting issue?

They should at least clean the heads and check spring pressures. But remember, this is warranty.

Of course that's possible. But regardless of whether it's casting or a boring issue (no pun intended), the pint is that a bad block cannot be re-used and if a bad block is the issue, not much else in the short block can be re-used, either.

casting issues = debris in the block that deposits in bearing journals etc. earlier BOOM

boring= un even pressures on bearings and rotating stock.  slighly later BOOM
