2018 PPV holes cut in high beam housing

Has anybody seen this before? Is this a standard practice? One new hole in each reflectors. I guess they added some kind of extra light there as well.

 

Honestly, I haven't even notice this before switching bulbs. But know I guess I'll need to replace the headlight assembly

Ex police vehicles have holes about everywhere.  Not surprised to see one in the headlights.

I'm kind of surprised. Never seen holes in the headlights before. Roof, A pillars, liftgate, etc. for sure, but headlights. Weird. But now it makes sense why my headlights keep fogging.

I don't think I've seen a police car WITHOUT holes [strobes] in the handlamp like that; at least up until recent with full LED lamp assemblies that can perform strobe-like functions.
