new key fob programming question

All,

Have a issue with 02 Silverado 2500HD. got new key fobs and cannot program them. Issue seems to be truck will not go into program mode. while holding the unlock button ign. to on off 2 times and releasing the unlock button the solenoids cycle you can hear them but the actual locks will not lock or unlock. repeatedly pressing the lock unlock 4 to 5 times they actually run out of power to move the rods. let sit for 30 seconds and start pressing they work for a few cycles then again stop working but you can hear the solenoids cycling????

 

Help would be appreciated.
